This is an outline of the present position in our

negotiations with england. It looks as if in the circumstances

we can force the British to withdraw their troops. British representative has hinted that they may be withdrawn

two reasons:-

(1) Hong Kong is only two days' voyage away from Shanghai, (2) it may arouse suspicion as to the possibility of a

diversion being created in the rear of the Northern

Expedition.

He demanded that the British troops that had been sent to

China should be withdrawn to Singapore or England.
